INTRODUCTION<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>We all know that Reserve Bank of India, has been termed as the\u00a0central banking institution of India, which is vested with the responsibility to controls the monetary policy of Indian rupee.\u00a0To know\u00a0the functioning of India\u2019s apex banking institution, let\u2019s first take\u00a0a glance\u00a0at\u00a0a number of\u00a0its main functions. Here we go:<\/p>\n<ul>\n<li><span style=\"color: #003366;\"><strong>Banking Licence Issuer<\/strong><\/span><\/li>\n<\/ul>\n<p>According to Sec 22 of Banking Regulation Act, before starting operations in India, every bank\u00a0has to\u00a0obtain a licence from RBI.<\/p>\n<ul>\n<li><span style=\"color: #003366;\"><strong>Monetary Authority<\/strong><\/span><\/li>\n<\/ul>\n<p>To stabilise the\u00a0rate of exchange, attain financial stability, maintain a balance of payment and control inflation, RBI controls the flow\u00a0of money\u00a0within the\u00a0Indian economy.<\/p>\n<ul>\n<li><span style=\"color: #003366;\"><strong>Currency Issuer<\/strong><\/span><\/li>\n<\/ul>\n<p>In order to maintain and run the currency and\u00a0credit system, RBI has been vested with the authority to issue currency in India. They also keeps a record of the circulation\u00a0of fake\u00a0currency within the country.<\/p>\n<ul>\n<li><span style=\"color: #003366;\"><strong>Banker for\u00a0the Govt.<\/strong><\/span><\/li>\n<\/ul>\n<p>RBI also provides credit to central and state governments, however, the tenure of such funds is short term only.<\/p>\n<ul>\n<li><span style=\"color: #003366;\"><strong>Banker\u2019s Bank<\/strong><\/span><\/li>\n<\/ul>\n<p>Banks can get loans issued from RBI.\u00a0for the same, they\u00a0also keep their collaterals as security and borrow money\u00a0just in case\u00a0of a crisis.<\/p>\n<ul>\n<li><span style=\"color: #003366;\"><strong>Foreign Exchange Manager<\/strong><\/span><\/li>\n<\/ul>\n<p>RBI\u00a0is the\u00a0custodian of Forex, therefore they are responsible for the administration and enforcement of\u00a0the provisions\u00a0of\u00a0Foreign Exchange\u00a0Management Act (FEMA), 1999. Additionally, it also buys and sells foreign currency\u00a0to take care of\u00a0the\u00a0exchange rate\u00a0of\u00a0Indian rupee\u00a0v\/s foreign currencies.<\/p>\n<p>These are just\u00a0some\u00a0of\u00a0the main\u00a0roles played by RBI.\u00a0other than\u00a0these, RBI also looks into consumer complaints.\u00a0have you\u00a0ever been\u00a0in some sought of\u00a0situation where you desperately want to lodge a complaint against your bank but\u00a0don&#8217;t have any\u00a0idea on\u00a0how to\u00a0approach\u00a0it? Whether it\u2019s a nationalised bank or\u00a0a private\u00a0sector bank,\u00a0you&#8217;ll\u00a0lodge a complaint against them\u00a0just in case\u00a0you\u2019re dissatisfied with their service.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"RBI_BANKING_OMBUDSMAN\"><\/span><span style=\"color: #ff0000;\">RBI BANKING OMBUDSMAN<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-3898\" src=\"https:\/\/www.caindelhiindia.com\/blog\/wp-content\/uploads\/2021\/08\/RBIs-annual-report-on-Banking-Ombudsman-Scheme_.jpg\" alt=\"RBI\u2019s-annual-report-on-Banking-Ombudsman-Scheme\" width=\"1255\" height=\"707\" srcset=\"https:\/\/www.caindelhiindia.com\/blog\/wp-content\/uploads\/2021\/08\/RBIs-annual-report-on-Banking-Ombudsman-Scheme_.jpg 680w, https:\/\/www.caindelhiindia.com\/blog\/wp-content\/uploads\/2021\/08\/RBIs-annual-report-on-Banking-Ombudsman-Scheme_-300x169.jpg 300w\" sizes=\"(max-width: 1255px) 100vw, 1255px\" \/><\/p>\n<p>The RBI Banking Ombudsman Scheme was established on 2006, and hence the people\/customers were enabled to file their complaints, in order to resolve the banking issues faced by them.\u00a0The main\u00a0objective for the introduction of such a scheme, is to enable provide a resolution towards the complaints filed in respect of certain services rendered by banks and hence, facilitates satisfaction or settlement of such complaints. Thus, the Banking Ombudsman\u00a0is a\u00a0person appointed by the\u00a0Reserve Bank\u00a0of India, and who serves as a quasi-judicial authority.<\/p>\n<p>The ombudsman scheme covers all the banks including commercial banks, regional rural banks, co-operative banks, and public sector and nationalized banks. In fact, many popular banks like SBI have\u00a0founded\u00a0a dedicated\u00a0system\u00a0to handle\u00a0online complaints. Presently, there are 15 banking Ombudsmen who\u00a0are\u00a0appointed with offices, most of which are\u00a0within the\u00a0state capitals.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"CATEGORIES_OF_COMPLAINTS\"><\/span><span style=\"color: #000080;\">CATEGORIES\u00a0OF COMPLAINTS<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>You can approach the RBI Banking Ombudsman to register a complaint under\u00a0the subsequent\u00a0categories:<\/p>\n<ul>\n<li>Non-payment or inordinate delay\u00a0in respect of payment or collection of cheques, drafts, bills etc.<\/li>\n<li>Non-acceptance of small denomination notes tendered for any purpose, and also charging commission in respect of such transaction, without any sufficient cause.<\/li>\n<li>Non-acceptance of coins tendered and also charging commission in respect of such transaction, without sufficient cause.<\/li>\n<li>Non-payment or delay in payment in respect of inward remittances.<\/li>\n<li>Failure or delay in issue of drafts, pay orders or bankers\u2019 cheques.<\/li>\n<li>Non-adherence in respect of prescribed working hours.<\/li>\n<li>Failure\u00a0or delay in providing regular banking facility, being promised in writing by the bank or any of its direct selling agents.<\/li>\n<li>Delays or non-credit of proceeds to parties\u2019 accounts or non-payment of deposits or non-observance of the\u00a0reserve bank\u00a0directives by the respective bank.<\/li>\n<li>Complaints received from Non-Resident Indians, having bank accounts in India, in respect of delay or failure to receive the remittances or deposits from abroad and other matters related to regular banking.<\/li>\n<li>Refusal to open bank accounts, without any valid reason for the same.<\/li>\n<li>Levy of hefty charges, without serving any prior notice to its customer.<\/li>\n<li>Non-adherence by the bank or its subsidiaries in respect of instructions served by the\u00a0reserve bank\u00a0on the matter of ATM\/Debit Card operations and\u00a0Mastercard\u00a0operations.<\/li>\n<li>Failure or delay in respect of disbursement of pension.<\/li>\n<li>Refusal or delay\u00a0in accepting payment towards taxes,\u00a0being required\u00a0by Reserve Bank\/Government.<\/li>\n<li>Refusal or delay in issuing, or providing service or redemption\u00a0of government\u00a0securities.<\/li>\n<li>Forced closure of bank accounts, without serving any prior notice or due to insufficient reason.<\/li>\n<li>Refusal\u00a0or delay in closing of bank accounts.<\/li>\n<li>Non-adherence to the fair practices code, to be adhered by the bank or non-adherence to the provisions of Code of Banks Commitments to Customers, being issued by the Banking Codes and Standards Board of India.<\/li>\n<li>Non-observance by the banks in respect engagement of recovery agents, being provided in the reserve bank\u00a0guidelines.<\/li>\n<li>Any other matter\u00a0regarding\u00a0the violation of the directives issued by the\u00a0reserve bank\u00a0in\u00a0respect to\u00a0banking or other services.<\/li>\n<li>A customer\u00a0may\u00a0lodge a complaint on\u00a0the subsequent\u00a0grounds of deficiency\u00a0in service\u00a0with\u00a0reference to\u00a0loans and advances.<\/li>\n<li>Non-observance of\u00a0reserve bank\u00a0Directives on interest rates.<\/li>\n<li>Delays in sanction, disbursement or non-observance of prescribed time schedule for disposal of loan applications.<\/li>\n<li>Non-acceptance of application in respect of loans, without providing any valid reasons for the same.<\/li>\n<li>Non-adherence towards the provisions of fair practices code provided in respect of lenders, and to be adopted by the bank.<\/li>\n<li>Non-observance towards any other\u00a0direction or instruction provided by the\u00a0reserve bank\/Depository Financial Institution\/bank\/banking concern\/banking company.<\/li>\n<li>Any other matter being additionally recognized by the Banking Ombudsman.<\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"TIME_FOR_APPROACHING_OMBUDSMAN\"><\/span><span style=\"color: #000080;\">TIME FOR APPROACHING OMBUDSMAN<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>One can approach the banking ombudsman if:<\/p>\n<ul>\n<li>The said person\u00a0has not received any reply from the concerned bank within a period of 1 month from the date of making of complaint with the concerned bank OR<\/li>\n<li>The bank has rejected the complaint filed with them OR<\/li>\n<li>The said person is not satisfied with reply provided by the requisite bank.<\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"PROCEDURE_TO_FILE_COMPLAINT_WITH_THE_OMBUDSMAN\"><\/span><span style=\"color: #000080;\">PROCEDURE TO FILE COMPLAINT WITH THE OMBUDSMAN<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>In order to file\u00a0a web\u00a0complaint with the RBI Ombudsman, follow these steps:<\/p>\n<ul>\n<li>First of all, login into the official website of the RBI Ombudsman and submit\u00a0the highlights of the complaint. (<a href=\"https:\/\/secweb.rbi.org.in\/BO\/precompltindex.htm\">https:\/\/secweb.rbi.org.in\/BO\/precompltindex.htm<\/a>)<\/li>\n<li>Upload the complaint letter explaining\u00a0the matter<\/li>\n<li>Upload the documents in support of the complaint filed.<\/li>\n<li>Support the compliant with\u00a0a copy\u00a0of\u00a0the original\u00a0complaint, being written to the concerned bank.<\/li>\n<li>Also, provide\u00a0a copy\u00a0of the response, being received from the concerned bank.<\/li>\n<li>All these documents must be uploaded on the web site in pdf or .txt format only<\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"KEY_POINTS\"><\/span><span style=\"color: #000080;\">KEY POINTS<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Here are certain\u00a0details\u00a0which\u00a0one must keep in\u00a0mind\u00a0once they are to\u00a0file a complaint with the RBI Banking Ombudsman:<\/p>\n<ul>\n<li>The present complaint\u00a0can&#8217;t be\u00a0reported to the banking Ombudsman by either party. In other words,\u00a0you can&#8217;t\u00a0re-register a complaint if\u00a0you&#8217;ve got\u00a0received\u00a0a solution\u00a0already<\/li>\n<li>The present complaint shall not relate to any previous proceeding, being pending at the end of the Office of the Banking Ombudsman.<\/li>\n<li>The\u00a0subject matter\u00a0must not have been placed before or decided by any forum\/court\/arbitrator earlier.<\/li>\n<li>The RBI Banking Ombudsman\u00a0doesn&#8217;t\u00a0charge any fee for resolving customers\u2019 complaints.\u00a0the simplest\u00a0way forward is to settle things amicably with the bank. It was put in place to protect citizens and banks from check fraud. Axis Bank, on the other hand, will implement the same from September 1 onwards.<\/p>\n<p>\u2022 Intriguingly, the RBI has stated that it will only accept cheques that have been registered with the Positive Pay System.<br \/>\nPNB&#8217;s savings account has a new rule.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"New_rule_for_PNB_savings_account\"><\/span><span style=\"color: #000080;\">New rule for PNB savings account<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>\u2022 Starting from September 1, 2021, Punjab National Bank (PNB) will lower its savings deposit interest rates.
