The move is aimed at enhancing credit access and liquidity, especially for households and small businesses in rural and semi-urban areas. For the first time, the Reserve Bank of India has allowed banks and NBFCs to extend loans against silver similar to gold loans already available in India. The move expands access to formal credit and promotes financial inclusion, especially for rural and semi-urban borrowers. RBI Issued under direction under <em>RBI (Lending Against Gold and Silver Collateral) Directions, 2025 which is e<\/em>ffective from April 1, 2026. \u00a0Loans Against Silver has following Benefits as mentioned below:<\/p>\n<ul>\n<li>Increased Liquidity: Unlocks value of silver holdings for households and small businesses.<\/li>\n<li>Enhanced Credit Access: Provides a new borrowing avenue for rural and semi-urban borrowers.<\/li>\n<li>Financial Inclusion: Recognizes silver as a legitimate economic asset within the formal financial system.<\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"Objective_of_the_Move_by_RBIs_New_Rule_on_Loans_Against_Silver\"><\/span><span style=\"color: #000080;\"><strong>Objective of the Move by RBI\u2019s New Rule on Loans Against Silver<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<ul>\n<li>Broaden access to formal credit for households and small businesses.<\/li>\n<li>Recognize silver as a legitimate economic asset.<\/li>\n<li>Reduce reliance on informal moneylenders and pawn brokers.<\/li>\n<li>Ensure transparency, borrower protection, and standardized valuation in metal-based lending.<\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"Eligible_Collateral_as_per_New_Rule_on_Loans_Against_Silver\"><\/span><span style=\"color: #000080;\"><strong>Eligible Collateral as per New Rule on Loans Against Silver<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>In case on Loans Against Silver only Eligible Lenders can provide the loan and Eligible Lenders is Commercial Banks; Cooperative Banks (Urban &amp; Rural); Small Finance Banks; Regional Rural Banks (RRBs); NBFCs and Housing Finance Companies<\/p>\n<ul>\n<li><span style=\"color: #000080;\"><strong>RBI\u2019s New Rule on Loans Against Silver Permitted:<\/strong><\/span>\n<ul>\n<li>Silver ornaments: up to 10 kilograms per borrower<\/li>\n<li>A Silver coins: up to 500 grams per borrower<\/li>\n<li>Gold ornaments: up to 1 kilogram<\/li>\n<li>A Gold coins: up to 50 grams<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><span style=\"color: #000080;\"><strong>RBI\u2019s New Rule on Loans Against Silver is not permitted:<\/strong><\/span>\n<ul>\n<li>Silver bullion (bars, bricks)<\/li>\n<li>Financial assets backed by silver (like silver ETFs or mutual funds)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"Implications_for_the_Rural_Credit_Market\"><\/span><span style=\"color: #000080;\"><strong>Implications for the Rural Credit Market<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<ul>\n<li><span style=\"color: #000080;\"><strong>Expanded Credit Reach:<\/strong> <\/span>Rural households gain an additional formal borrowing channel, reducing dependence on informal lenders.<\/li>\n<li><span style=\"color: #000080;\"><strong>Boost to Rural Economy:<\/strong> <\/span>Enhanced access to funds can support agriculture, microenterprises, and local trade.<\/li>\n<li><strong><span style=\"color: #000080;\">Promotion of Financial Inclusion:<\/span><\/strong> Encourages formal recognition of silver savings as collateral.<\/li>\n<li><strong><span style=\"color: #000080;\">Competitive Lending Environment<\/span>:<\/strong> Expected to drive competition among banks and NBFCs, possibly leading to better interest rates and innovative loan offerings.<\/li>\n<li><strong><span style=\"color: #000080;\">Risk Management Needs:<\/span><\/strong> Lenders must adopt effective valuation, storage, and insurance mechanisms to manage silver price volatility and custodial risks.<\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"Loan-to-Value_LTV_Ratio_under_RBIs_New_Rule_on_Loans_Against_Silver\"><\/span><span style=\"color: #000080;\"><strong>Loan-to-Value (LTV) Ratio \u00a0under RBI\u2019s New Rule on Loans Against Silver<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<table style=\"height: 307px;\" width=\"720\">\n<thead>\n<tr>\n<td><strong>Loan Amount<\/strong><\/td>\n<td><strong>Maximum LTV Ratio<\/strong><\/td>\n<\/tr>\n<tr>\n<td><\/td>\n<td><\/td>\n<\/tr>\n<\/thead>\n<tbody>\n<tr>\n<td>Up to INR 2.5 lakh<\/td>\n<td>85%<\/td>\n<\/tr>\n<tr>\n<td>INR 2.5 \u2013 INR 5 lakh<\/td>\n<td>80%<\/td>\n<\/tr>\n<tr>\n<td>Above INR 5 lakh<\/td>\n<td>75% :<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><em>In simple words <\/em>Loan-to-Value (LTV) Ratio is Up to 85% for loans up to INR 2.5 lakh; then 80% for loans between INR 2.5 lakh and INR 5 lakh and 75% for loans above INR 5 lakh. <em>Example:<\/em> If your silver is valued at INR 1 lakh, you can get up to INR 85,000 as a loan.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Valuation_Rules_Loans_Against_Silver\"><\/span><span style=\"color: #000080;\"><strong>Valuation Rules Loans Against Silver<\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<ul>\n<li>The value of pledged silver will be based on\u00a0 the lower of The 30-day average closing price, or The previous day\u2019s closing price for silver of the same purity. \u00a0Under Loan Against Silver Scheme following Eligible Collateral \u00a0: Only silver jewellery and silver coins will qualify as collateral. Maximum permissible limit is 10 kg for silver ornaments and 500 grams for silver coins<\/li>\n<li>These prices will be sourced from the India Bullion and Jewellers Association (IBJA), or A SEBI-regulated commodity exchange. It is to be note that o<em>nly the intrinsic value of silver is considered<\/em> \u00a0decorative elements like gems or stones are excluded.<\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"_Repayment_Return_Default_Rules_Loans_Against_Silver\"><\/span><span style=\"color: #000080;\"><strong>\u00a0<\/strong><strong>Repayment Return &amp; Default Rules Loans Against Silver : <\/strong><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<ul>\n<li>After repayment Lenders must return pledged silver within 7 working days. &amp; in case Delay penalty: INR 5,000 per day payable to the borrower. Pledged silver must be returned within 7 working days after loan repayment. Penalty of INR 5,000 per day applies for delays. In case of default, lenders may liquidate pledged assets to recover dues.<\/li>\n<li>In case of default : Lenders can auction the pledged silver, but only after Serving a notice to the borrower, Publishing a public notice (if borrower is untraceable), and Waiting at least one month before the auction.
