MCA Invites Suggestions on Integrated Platform for Insolvency Ecosystem (iPIE)
The Ministry of Corporate Affairs is developing the Integrated Platform for Insolvency Ecosystem (iPIE), a unified digital platform to integrate all stakeholders, processes, and technology systems operating under the Insolvency and Bankruptcy Code, 2016 (IBC). The objective is to create a seamless, secure, transparent, and paperless insolvency ecosystem with end-to-end digital workflows and reduced manual intervention.
The MCA has appointed KPMG Advisory Services Pvt. Ltd. as the Project Management Unit and CMS Computers India Pvt. Ltd. as the System Integrator for developing the Integrated Platform for Insolvency Ecosystem (iPIE). The platform aims to digitally connect all major IBC stakeholders, improve transparency, reduce delays, and streamline insolvency proceedings. MCA has invited stakeholder feedback to ensure the platform addresses practical challenges and industry needs. The initiative comes amid rising CIRP timelines (744 days vs. the prescribed 330 days) and declining recovery rates under the IBC, highlighting the need for a more efficient and technology-driven insolvency framework.

Currently, the insolvency ecosystem functions through multiple standalone systems requiring extensive manual coordination among stakeholders. The proposed platform seeks to Improve efficiency and transparency in insolvency proceedings, Facilitate real-time information exchange, Enhance accountability and ease of doing business, Reduce delays and procedural bottlenecks and Create a single source of truth for insolvency-related information.
Key Stakeholders to be Integrated Platform for Insolvency Ecosystem (iPIE)
The platform aims to connect NCLT and NCLAT, Ministry of Corporate Affairs (MCA), Insolvency and Bankruptcy Board of India (IBBI), National E-Governance Services Ltd. (NeSL), Insolvency Professionals (IPs), Insolvency Professional Agencies (IPAs), Registered Valuers (RVs), Registered Valuer Organizations (RVOs) and Creditors, Resolution Applicants, Corporate Debtors, and other market participants.

- To establish a robust, scalable, centralized, and technology-driven platform that supports current and future needs of the IBC ecosystem, enables data-driven decision-making, enhances transparency, and ensures digital security.
- The proposed Integrated Platform for Insolvency Ecosystem (iPIE) platform represents a major digital transformation of India’s insolvency ecosystem by creating a single integrated portal for all stakeholders, enabling paperless processes, real-time collaboration, improved transparency, faster resolution timelines, and data-driven governance under the IBC framework.

- Better Collaboration: Standardized workflows and real-time information sharing will improve coordination among stakeholders and adjudicating authorities.
- Enhanced Tools for Insolvency Professionals: Features such as e-voting, virtual data rooms (VDR), e-meetings, bulk communication tools, auction platforms, and digital document management will enable IPs to manage proceedings more efficiently.
- Improved Security & Traceability: All actions—including document access, uploads, edits, claims processing, and communications—will be logged with timestamps and user details to create a robust audit trail.
- Data Analytics & Reporting: A consolidated data repository will facilitate statistical analysis, predictive insights, monitoring, and policy-making.

- User Registration & Management: Authentication, authorization, and role-based access.
- Process Commencement: Unique iPIE ID generation, Case initiation and linkage with NCLT, public announcements, and workflow tracking.
- Claims Management: E-claims submission and verification, admission/rejection, modification, and reconsideration of claims.
- Stakeholder Management: Committee of Creditors (CoC) management and communication tools, voting, and meeting scheduling.
- Records Management: Centralized document repository. Asset registers, valuation reports, information memoranda, and transaction audits.
- Resolution/Repayment Plan Management: EoI publication, virtual data rooms, and resolution plan submission and approval tracking.
- Implementation & Monitoring: Resolution plan implementation, distribution of proceeds, and reporting and compliance tracking.
- Liquidation & Bankruptcy Management: Liquidation estate management, Asset auctions. Distribution waterfall tracking. And Dissolution monitoring.
- Compliance Management: Integrated compliance with IBBI, NCLT, MCA, IPAs, and statutory authorities.
- Litigation Management: Tracking litigation before NCLT/NCLAT and other courts.
- Finance & Cost Management: Cost monitoring and approval workflows.
- MIS & Dashboards: Real-time monitoring and analytical dashboards.
Additional Digital Services
The platform will also incorporate Virtual Data Rooms, Electronic Voting (E-Voting), Document Management System, Meeting Management System, Communication Tools, Ticketing System, Chatbot Support and Digital Signature Utility.
Stakeholder Consultation
MCA has invited comments and suggestions from professionals, institutions, industry bodies, creditors, insolvency professionals, academia, and other stakeholders to refine the platform’s design and functionality before finalization. KPMG Advisory Services Pvt. Ltd. has been appointed as the Project Management Unit (PMU) and CMS Computers India Pvt. Ltd. as the System Integrator (SI).
