Meaning of Legal Metrology
- Legal Metrology treats a unit of weighment & measurement, methods of weighment & weighing with measurement and measuring instruments, in relation to the compulsory technical & legal needs which have the object of ensuring public guarantee from the point of view of security & accuracy of the weighments & measurements. Legal metrology is the application of legal requirements to measurements & measuring instruments.
- The Legal Metrology deals with regulation & monitoring of manufacturing and import of weighing & measuring instruments & devices. Govt of India establishment & enforce standards for ease of doing business & relaxation in compliance norms for the Electronic Industries in India.
Meaning of metrology:
- Metrology is “science of measurement, embracing both theoretical determinations & experimental at any level of uncertainty in any field of science & technology,” as defined by the BIPM, 2004 (International Bureau of Weights and Measures).
What is Legal Metrology Act, 2009 Applicability?
An Legal Metrology Act, 2009 to establish & enforce standards of measures & weights, regulate trade & commerce in weights, measures & other goods which are distributed or sold by weight, measure or No & for matters incidental thereto. or connected therewith.

Legal Metrology (Packaged Commodities), (2nd Amendment) Rules 2022
- Government of India – Dept of Consumer Affairs attached with Ministry of Consumer Affairs has amended the Legal Metrology (Packaged Commodities) Rules, 2011 and has issue Legal Metrology (Packaged Commodities), (2nd Amendment) Rules 2022.
- Legal Metrology Act has permit the electronic products to declare certain compulsory make declarations (details) via QR Code on Electronic Products for a period of 1 year, if not declared in the package itself.
Applicable Legal Metrology :
- They shall come into force on the date of their publication in the Official Gazette i.e. on the electronic product which is manufactured or packed or imported after the 15th July, 2022.

- Declare the elaborated information in the digital form through the QR
· The Dept of Consumer Affairs makes it compulsory for electronic products to declare certain mandatory declarations via QR Code on Electronic Products for a period of 1st year, if not declared in the package Product itself.
· It is crucial to correctly declare mention the fact on the label inside the package. while the other relevant information can be provided to the Consumer via QR Code,
- Complete information required for QR code:

- Generic or common name of commodity,
- Packer or importer or Manufacturer address.
- Dimension and Size of the commodity
- Complete details of customer care information except E-mail address and Telephone No.

- When addresses and other relevant data are declared via a QR code instead of on the package itself, declarations must advise consumers to scan the code to get the address as well as other relevant information.
- Earlier, all the prepackaged commodities including the electronic products are required to declare all the mandatory declarations as per the Legal Metrology (Packaged Commodities), Rules 2011 on the package.

- Except information that is needed during purchase of a particular electronic product – Name of manufacturer/importer, customer support details, MRP (incl. of all taxes), month/year of manufacture and country of origin, unit sales price, which will remain on label — all other compulsory declarations can be read digitally stored via the QR code.
- Dept. of Consumer Affairs objective to establish greater use of technology in this digital era to declare such declaration via QR Code, which can be scanned to view declarations as stated above.

- The label is neater and simpler to comprehend as an outcome. Through this notification, the government has given permission for the mention of the essential declarations to be effectively declared on the label of the package, while the other relevant details can be given to the customer via the QR Code. This is a significant step toward making labelling with a digital QR code compatible with Legal Metrology law.
